中文摘要: 环境监理是建设项目“三同时”验收监管的重要辅助手段,也是建设单位依托第三方加强项目全过程环境保护监管的内在需求。针对某酸性水库坝脚酸性水渗漏问题,采取坝体及坝基防渗治理、排水洞防渗治理以及下游渗水回收系统完善等防渗措施,涉及水泥灌浆、化学灌浆、HDPE土工膜防渗等隐蔽工程。根据工程特点,结合环境影响评价文件、设计文件等资料,对隐蔽工程施工、污染防治措施落实、环保行为达标的环境监理要点进行了全面分析,并提出工作建议。研究结果可作为建设单位行之有效的内部环境监管指导,也为同类工程的环境管理提供借鉴和参考。

Abstract:Environmental supervision is an important auxiliary means for "three simultaneities" acceptance administration of construction projects, and also is an inherent requirement for construction units to rely on third parties to strengthen environmental protection supervision throughout the entire process. Taking anti-seepage treatment of acid water reservoir as an example, it has taken measures to resolve the issue of acidic water leakage at dam heel such as anti-seepage for the dam body and foundation, anti-seepage of drainage tunnels, and improvement of downstream seepage recovery system. These measures involve concealed works such as cement grouting, chemical grouting, and HDPE geomembrane anti-seepage. Based on the characteristics of the project and combined with environmental impact assessment document, design document, etc, key points of environmental supervision for concealed projects construction, implementation of pollution prevention measures, and compliance with environmental protection behaviors are comprehensively analyzed, and some suggestions are proposed. The research results can serve as effective internal environmental administration guidance for construction units, and also can provide reference for environmental management of similar projects.
