| Abstract: |
| The diversion or diversification of talented persons corresponds to the natural law of social development, and now is an imperative necessity. It is a reform of personnel management system and a reform of scientific and technological system at deeper layer as well. The basic route for personnel diversion is to keep stable an end but to open other one to a wider area. The diversion of talented persons at a scientific reseatch institution should ensure the development of scientific research work and promote its growth into the economy. Personnel diversion is aimed not at cutting down the staff number but at dealing with the problem of unreasonable distribution and utilization of human resources to make everybody do his best and every job done by proper worker. Personnel diversion
should be realized through competition mechanism and economical lever. Competition is based on equality and everyone holds job. For the personnel diversion drive it is necessary to first abandon the out-of-date traditional concepts and create necessary conditions and various forms. It should be tealized step by step but not overnight. |
