| The development goal of the research institutes,which have converted into large state level scientific and technological enterprises,is approached in this paper.Author thinks the development goal of scientific and technological enterprises is to establish group companies.How to set up a management system for the group companies is discussed in the aspects of personnel,overall budget and strategic management systems. |
