| Abstract: |
| The interference and damage of illegal mining activities to state-owned mines is a common phenomenon in China. Main orebodies in two mining areas under Linfen Iron & Steel Co. were mined illegally by over 120 private mining units, causing state-owned mineral resources to be damaged seriously and results in some serious consequences such as useless development, mining casualty, decreased recoverable reserves and short mine life. It is pointed out in this paper that the essential reasons for long time existence of illegal private mining activities include economic benefit promotion, disregarding the state laws, local protectionism, no-strict execution of laws. The author thinks that only through setting up a management office consisted of the persons from public security organs, procuratorial organs, people's courts and mine management department, strictly managing and operating the mines in accordance with the laws, removing the local protectionism, thoroughly banning the illegal mining points, monitoring the private mining, enforcing the tax management on private mining persons and strictly cracking down the illegal mining activities, can the confusion mining situation be changed thoroughly, the state-owned mines be made to operate normally and the state-owned mineral resources be protected. |
