| Abstract: |
| Starting from the view of necessity of enhancing the utilization rate of mineral resources of our country, the paper analyzes the advantages of resource allocation and utilization in market,discusses the natures and deficiency of incentive mechanism in the utilization of mineral resources. With the basic idea of the incentive mechanism of resource utilization in terms of new economy, the measures of reforming property right and building versatile property right was put forward by combining the discussions on the problems existing in resource utilization like unclear property right, weak marketing and low utilization rate. The suggestions that propose the government to overcome the market failure caused by external factors were made, so as to prevent from the appearance of problem in utilization of mineral resources. |
